The Board of Directors along with the Architectural Control Committee have performed a re-write of the previous document titled Rules and Regulations. The new document titled Covenant Supplement for Architectural Control (CSAC) separates Article VI of the Declaration from Article VII (a) of By-Laws. 



The purpose of the rewrite is to bring the Architectural Control documents up to date with MD law, define areas of the Covenants in Article VI that specifically address Architecture Control that were undefined, and to reflect our practices and policies more accurately. You will find some architectural controls modified, some eliminated, and updates to the application process and communications.


When adopted these documents will supersede the current Rules and Regulations and the current Rules and Regulations will be discarded.


The Covenant Supplement for Architectural Control does not replace or supersede the Declaration of Covenants or the By-Laws of our Association. 


Before adoption there will be a sixty (60) day period for members to ask questions, and provide the board with any comments or suggestions to improve them. The board will gladly accept verbal questions, comments, or suggestions at any of the regularly scheduled meetings, via email (copperfieldmd@gmail.com) or you can mail your comments to: Jefferson Property ManagementP.O. To avoid miscommunication and to ensure an accurate public record, comments will not be taken by telephone.


The new CSAC document is linked here for your review. We have also included a bulleted list identifying the key changes made from the original Rules and Regulations document.


To obtain formal adoption of this re-write, Dwight (President of the Board) will be walking around to collect in-person signatures of approval. If you agree with the changes and would like to save Dwight some steps, you can submit your approval of the new CSAC document online - by emailing your approval, along with your name and street address, to copperfieldmd@gmail.com

New Maryland Law

Big changes were mandated by the MD State Legislature on how associations like ours are to be governed, and capital expenses are funded. The legislation is Title 11B Maryland Homeowners Association Act (2022). The BOD has been working hard to comply with these new changes and it has required us to conduct the association’s business in a manner that is not customary.


One of the biggest and most challenging changes came regarding our budgets and finances.  The state burdened us with the cost of a reserve study and the reoccurring expense of an update required every five (5) years. In addition, the reserve study has mandated higher EOY balances in our capital reserves and increases in our yearly contributions.


The BOD has worked diligently the last few years working towards getting our association’s finances in compliance.  With the enclosed 2025 budget we meet the current funding goals required for next year.


The administrative side of Title 11B, brings changes to communications, meeting notices, quorum requirements, enforcement actions, etc. While not as challenging as the finances these changes also take some getting used to.


Architectural Control Committee

The ACC recently performed their Bi-Annual walk through the neighborhood and submitted their report to the BOD. The report states, “overall the neighborhood looks great” but some members need to be reminded that Article VI Section 2 (m) of the Covenants states:

Trash, garbage, or other waste shall not be kept on any lot except in sanitary containers and such shall not be visible from the streets.


And while we're on the topic of trash collection, please make sure all plastic trash bags are placed in a hard-sided trash can. We have had numerous issues with animals breaking bags open overnight (squirels, and racoons, and bears - oh my!).


Board Members

There are vacancies on the BOD for terms starting January 1, 2025, and nominations are currently being taken. If you wish to get involved and volunteer to serve your association, please contact a member of the BOD (or email copperfieldmd@gmail.com) and your name will be forwarded to the nominating committee.


Upcoming Meetings

September’s meeting (9/12/24) will be held at 6:30 in Overlook Park, weather permitting. If it’s raining, we will meet in the office of Jefferson Property Management. The agenda includes adoption of the 2025 budget.


November’s Annual Meeting (11/14/24) will be held at 6:30 at the Jefferson Ruritan. The agenda will include the election of BOD members and an open floor for all members.

Last year our members started a tradition that we hope will continue and grow in attendance. At the conclusion of our 2024 November meeting another potluck, happy hour social will take place. Last year we had live music from John Edgerly, food, drinks, and a whole lot of fun, we hope you can attend.

  • Dan Ogren re-joined the board, to start in 2024. Tim Deeley renewed his term. Jennifer Hansen will be rolling off the board after many years of service. Thank you all for your hard work and dedication!
